Use a phased approach to increase the use of roadside drug testing to establish and tackle the scale and nature of drug driving.

The LTSM for Criminal Toxicology is required to ensure that Scotland has the necessary analytical capabilities needed to ensure effective implementation of the Section 5A of the Road Traffic Act 1988, and to allow the effective enforcement and prevention activities to tackle the problem of drug driving on the roads of Scotland.
The laboratory capacity to undertake evidential testing following a positive roadside test is critical to tackling the scale and nature of drug driving as set out in the Annual Policing Plan.
