Alignment to risk register and risk appetite
FS 130 – Drug Driving Capacity V Demand – outside appetite and tolerance
This risk is influenced by routine increased demand for testing which has been running consistently over the agreed level set out in the MOU for the past year.
Operating Seltern, which is concerned with the incremental roll out of roadside testing will also increase demand for testing which will need to be managed through increased outsourcing without additional in-house capacity which will be built though the LTSM. This also requires additional funding in outsourcing over and above the requirement for investment in the LTSM.
Without appropriate capacity to deliver the evidential testing following a positive roadside test there is a risk that cases will be unable to proceed to prosecution as testing will not be able to be completed within statutory time limits.
