SPA Annual Governance Review 27 November 2025

Report Summary

This report provides members of the Scottish Police Authority with an overview of recommends updates to the Authority’s Corporate Governance Framework to simplify and clarify language, responsibilities and address accessibility issues. Updates are proposed to the Authority’s: Standing Orders (appendix A) and Committee Terms of Reference (appendix B). In addition, a new Executive Leadership and Remuneration Committee is proposed (appendix C). It is also recommended that reporting to the Policing Together Oversight Group is subsumed into the People Committee and the oversight group stood down from 1 April 2026.

There are personnel implications. The Authority’s Corporate staff are responsible for supporting and reinforcing compliance with the Framework. Staff have been involved in the review and understand and support the proposed updates.

There are legal implications. The Corporate Governance Framework sets out how the Authority fulfils responsibilities set out in the Police and Fire Reform (Scotland) Act 2012.

Reputational Implications

There are reputational implications. A clear and accessible Corporate Governance Framework supports transparency and the Authority’s effective governance of policing.

Equalities Implications
There are equality implications. The proposed updates seek to clarify and simplify the Framework, improving accessibility for a broader audience. An Equalities and Human Rights Impact Assessment has identified a positive impact for certain groups. This assessment is published on the Authority’s website and will be reviewed regularly.
