Background
The Scottish Police Authority approved the current People Strategy (PS) and Strategic Workforce Plan (SWP) in November 2023. In May the following year, the SPA People Committee endorsed associated delivery plans for 2024/25.
Later that year, the new Chief Constable published a new policing vision for 2030: Safer Communities, Less Crime, Supported Victims, and a Thriving Workforce. Her intention was to “simplify our strategic direction [and] improve how we prioritise.”
In May 2025, we reported on year one commitments across each of these strategic plans and in our August report to SPA People Committee members, we outlined the work undertaken to stand behind the Chief Constable’s intentions through aligning these plans to help simplify and prioritise what we deliver in Year 2.
We have now streamlined our deliverables and have refined our reporting processes. Inter-departmental work to ensure People Strategy and SWP reporting aligns to and flows from the Chief Constable’s bi-annual assessment of policing has been undertaken. Going forward, this will ensure we provide a clear and consistent organisational voice and efficiency gains will reduce bureaucracy and administrative work to focus on delivery of the service we have prioritised.
