PDP Review & Refresh

Through the engagement group detailed at paragraph 2.1 it was agreed that the PDP should be reviewed and refreshed in recognition of the changing context since its development, with a number of recent strategic commitments made which impact on the plan, not least publication of the Police Scotland Vision 2030.

The Partnership Agreement and supporting PDP span the term of the Local Government administration, meaning the refresh will cover the period 2025-2027 to align with this timeframe.

The staff and officers who support delivery of the plan, and report through the engagement group, have progressed a review and refresh of the PDP. The review identified a number of action areas that have progressed to closure or could now be considered as business as usual so no longer necessary within the PDP. This includes area such as trauma informed approaches, community wellbeing, appropriate adults, and reform collaboration. Many of these areas are business as usual or have existing, and more appropriate, governance routes.

Alongside the progress review the group have also taken the opportunity to identify any new areas of collaborative work for possible inclusion in the refreshed plan, building on the actions already delivered. This includes a focus on community cohesion, children and young people, civility in public life, and asset sharing.

Members will recognise that many commitments made in the refreshed PDP, attached as appendix 1, build on the activities delivered in the first iteration of the plan, showing the strength and value of such partnership commitments.

The COSLA/ SOLACE/ Police Scotland/ SPA engagement group will continue to hold operational oversight of the PDP, using is as the basis for work planning over the remaining 18 months of delivery. Alongside this, the plan will be reported through COSLA governance structures, internal Police Scotland governance and through a future meeting of this committee.
