This report provides members of the Scottish Police Authority Policing Performance Committee with an overview of progress against selected improvement plans developed to address HMICS recommendations, paying particular attention to the joint audit of custody suites across the organisation.

Senior Officers are responsible for ensuring improvements are prioritised within their respective areas of ownership, meaning work can progress concurrently and independently across all areas without the need for prioritisation between workstreams. Given the scale of work ongoing it is impracticable to update on all progress and therefore below represents a selected sample of recommendations from several improvement plans.

Many of the recommendations require complex organisation-level systemic and cultural change to be competently addressed, often dependent on the capability and capacity of multiple enabling stakeholders beyond those assigned ownership. Again, this report can only provide a snapshot of the work undertaken and being progressed.

The original target dates are shown for each. We are about to move away from tracking against a fixed target and instead replacing with the time since publication target. Any HMICS recommendations still open out with 2 years of publication will be highlighted. Those that remain open after this time frame are complex or require development of technology, partnership or inter departmental work.

One of the challenges of completing the HMICS custody recommendations is the diversity of locations. City centre custody centres, for instance when compared to those in rural locations can differ greatly. Provision of meals, prisoner transport services for court amongst other partner agencies, such as NHS and facilities management cleaning services (OCS previously Atalian Servest) are all aspects which require to be considered separately in line with the geographical area. To provide a collaborative and all-encompassing response to the joint custody inspections a gold group has been set up to ensure recommendations are owned by the relevant local area but monitored centrally by CJSD to provide appropriate updates to HMICS. This ensures a divisional blueprint can be referenced as required while still meeting the local recommendations and requirements. The following outstanding custody recommendations enhance compliance with Health and Safety and the provisions of the Care and Welfare of Persons in Police Custody SOP and thereby reduces risk to persons in custody.

All of the recommendations have been reviewed for alignment with the Vision and three-year business plan. In many cases there is a direct link to a business plan milestone which has been shown in the following table.
