This report fulfils the requirement under section 39(4) of the Police and Fire Reform (Scotland) Act 2012 that the Chief Constable provides the Scottish Police Authority (SPA) with a report setting out her assessment of performance of the police service during the reporting year.

The Police Scotland 2030 Vision provides the service with a clear, aspirational direction of travel to shape the development of Police Scotland. Our 2030 Vision is for safer communities, less crime, supported victims and a thriving workforce.

The Chief Constable’s Assessment of Policing Performance report is structured as follows: Chief Constable’s Foreword; Look Forward; 2024/25 Timeline; Policing during 2024/25 Performance Focus and Key Insights; Progress towards Year One Milestones; and Activity carried out under the Safer Communities, Less Crime, Supported Victims and Thriving Workforce pillars.

Appendix I of the report provides a visual representation of the progress with the Year One milestones within the Three-Year Business Plan presented in the Biannual report, the RPAG status in February 2025 snapshot and the year end RPAG status.

Appendix II of the report provides a performance summary and progress report against the Three-Year Business Plan, incorporating activities outlined in the Annual Police Plan 2024/25 which have been mapped across to year one milestones. The table shows the RPAG Status presented in the Biannual report, the RPAG status in the February 2025 snapshot and the year end RPAG status.

The Chief Constable’s Assessment of Policing Performance 2024/25 is presented for discussion with members of the Policing Performance Committee.
