Background
Strategic planning arrangements for policing in Scotland are laid out in the Police and Fire Reform (Scotland) Act 2012. The Scottish Police Authority (SPA) is responsible for developing a Strategic Police Plan for policing that reflects the Scottish Government’s national outcomes, strategic police priorities and justice strategy.
In the terms of section 39 of the Police and Fire Reform (Scotland) Act 2012, the SPA must prepare the Annual Review of Policing (ARP) as soon as practicable after the end of each reporting year.
The Chief Constable is required to provide, within three months of the end of the reporting year 2024/25, an assessment of the performance of Police Scotland.
