Purpose
This paper sets out a proposed way of working to strengthen the governance and delivery of Strategic Workforce Planning (SWP) across Police Scotland.
This paper:
Responds directly to Best Value Recommendation 5 (Workforce Planning) and associated recommendations on governance, performance, transformation and financial planning.
Builds on existing SWP plan, governance and analytical capability.
Aligns SWP with Policing for our Communities (PfoC) and the Enhancing Community Policing (ECP) programme.
Establishes a clear, integrated operating model linking strategy → workforce planning → delivery
