Your request for information dated 17 August 2026 is copied below.
I am writing to make a request for information under the Freedom of Information (Scotland) Act 2002.
The request relates to the mini competition for Digital Resources under Enabling Policing for the Future, reference PROC-25-2871, awarded via Lot 2 of the Scottish Government Digital Technology and Cyber Services DPS. Stellar Omada Limited submitted a tender and received the result and feedback letter dated 19 June 2026.
Please provide the following recorded information.
The successful bidder's submission:
- The successful bidder's technical response as submitted, including its responses to Questions 1 to 7, all appendices, artefacts and exhibits, and the personnel CVs submitted against Question 1.
- Any post-tender clarification questions issued to the successful bidder and the responses received.
The evaluation:
- The scoring guidance and instructions issued to evaluators for the technical evaluation, including the descriptors applied to each band on the 0, 25, 50, 75 and 100 per cent scale.
- Any recorded instruction, policy or guidance applied to submitted material exceeding the stated page limits, together with the record of how that was applied to Stellar Omada's Question 1 CVs and Question 2 artefacts.
- The per-question technical scores awarded to the successful bidder, together with the evaluators' recorded justification for each score.
- The evaluation and moderation record for the technical evaluation, including individual evaluator scoring sheets and any consensus or moderation notes, in respect of both Stellar Omada's submission and the successful bidder's.
- The distribution of total technical scores across the qualifying bidders, in anonymised form.
