Your request for information dated 10 June 2026 is copied below.

I am requesting the following under freedom of information legislation.

  • Please provide all decision records, approval forms, payment authorisation documents and supporting rationale used by the SPA when approving relocation expenses to Chief Constable Jo Farrell

       1b) Include any assessment of whether she met the eligibility criteria under the chief officer relocation           procedure.

 

  • Provide all internal SPA emails, briefing notes, memos or minutes – including the document referenced in media reports stating ‘second home purchase not explicitly in regs, decision makers need to be aware of this’ – in which staff or board members discussed whether a second home while retaining a primary residence qualified under  the Chief Officer Relocation Procedure or Annex 19 of the Police Service of Scotland Regulations 2013.

 

  • Please provide all correspondence, emails and meeting notes exchanged between the SPA and the Scottish Government (including any Justice Directorate officials or ministers) concerning the legal basis for paying relocation expenses, LBTT or Additional Dwelling Supplement to a chief officer who retains their primary residence outwith Scotland

 

  • Please provide any documentation — including application forms, declarations or supporting evidence submitted by Chief Constable Farrell — which established the circumstances of her existing home ownership at the time her relocation expenses were approved, including any assessment of whether she was required to relocate rather than choosing to purchase an additional property.
