Your request for information dated 9 December 2025 is copied below.
Please provide the following information:
- Misinformation Used in the David Page Grievance Outcome
- All internal SPA communications (emails, messages, drafts, notes, briefings) referring to or discussing the meeting between Chief Constable Jo Farrell, Andrew Hendry and/or [redacted] between 1 July 2023 and today’s date.
- All documents, correspondence, notes or records relied upon in reaching the conclusion communicated by Mary Pitcaithly that the Chief Constable “did not ask Andrew Hendry to meet with him.”
- All internal SPA communications discussing the accuracy, inaccuracy or potential correction of information provided to David Page regarding this meeting.
- Any internal reviews, assessments or considerations carried out by SPA into the provision of inaccurate or misleading information during the grievance process.
- Grievance Decision-Making and Appeal Handling
- All communications, drafts, notes or correspondence involving Mary Pitcaithly, SPA HR, SPA Legal, SPA Chair, SPA Chief Executive or Police Scotland senior officers relating to the drafting, approval or review of the grievance outcome sent to David Page.
- All internal SPA communications regarding the handling of David Page’s appeal and any consideration of new evidence submitted, including the email chain showing the Chief Constable arranging the meeting involving [redacted].
- Settlement Negotiations and Rationale
- All communications between SPA and its internal or external legal advisers relating to settlement discussions with David Page, including the rationale for settlement, the timing of negotiations, and any links raised between the grievance/appeal and settlement. (to be clear, I am not asking for privileged legal advice)
- All communications between SPA and Police Scotland regarding the settlement or potential settlement.
- All internal SPA communications discussing the rationale for agreeing the final settlement terms.
- Any SPA financial assessments, calculations, costings, or business cases relating to the settlement.
- All communications discussing any conditions that David Page drop the grievance, appeal or any potential further action as part of the settlement.
- SPA Board Transparency
- All briefings, papers, reports or updates provided to the SPA Board or individual Board members relating to the Page grievance, appeal, misinformation issue or settlement.
- Any record of questions or concerns raised by Board members and the responses provided.
- Governance and Preventative Measures
- Any internal SPA communications, actions, recommendations or procedural changes introduced after it emerged that inaccurate information had been provided within the grievance process.
- Any risk assessments or lessons-learned documents relating to this issue.
