WELCOME & INTRODUCTIONS

Pauline Howie, Committee Chair welcomed attendees from the Authority, HMICS and Police Scotland. A special welcome was given to newly appointed committee members Nicola Anderson and Andrew Richmond.

Presenters were reminded that introductory remarks should be brief to allow maximum opportunity for committee scrutiny and discussion.

DECLARATIONS OF INTREST AND CONNECTIONS
There were no declarations of interest or connections at this time however during discussions on agenda item 8.3, Nicola Anderson declared a connection to Scottish Enterprise. Members agreed the connection did not preclude her taking part in the discussion because she advised she had no influence in respect of, or connection to, the matter being discussed.

DECISIONS ON TAKING BUSINESS IN PRIVATE (ITEMS 6 - 11)
In accordance with paragraph 20 of the SPA Standing Orders, the Committee agreed to consider items 6 – 11 in private.

It was confirmed that item 11.1 would be a detailed update for Members on key issues related to development of the budget and the draft budget will be presented to this committee next month in private session. It will thereafter be considered at the Authority meeting on 26 March 2026.

DECISIONS TAKEN SINCE LAST MEETING OF THE COMMITTEE
There was no formal business conducted since the last meeting of the Committee.

RESOURCES COMMITTEE MINUTE FROM MEETING HELD ON 16 DECEMBER 2025 FOR APPROVAL
Members who had attended the meeting agreed the Minute from the Resources Committee held on 16 December 2025 was an accurate record of the meeting.

RESOURCES COMMITTEE ACTION LOG AND MATTERS ARISING
Members noted the Action Log updates and the actions proposed for closure. A briefing note has been appended to the action log which has been provided in response to a request for additional information regarding estates disposals.
