Purpose and Recommendation
The purpose of this paper is to provide Members with a comprehensive baseline position on performance management and talent management within Police Scotland, recognising that this is the first report presented on this thematic area. It therefore includes contextual background, current arrangements, recent learning and planned development activity to support informed scrutiny.
Future updates to the committee will be aligned to the structure and style of other thematic workforce and people papers, focusing on progress against agreed milestones, delivery of planned activity, emerging risks and dependencies, and evidence of impact. This approach will enable consistent assurance over time, reduce repetition of background material, and support members in tracking the maturity and effectiveness of performance and talent management arrangements as they evolve.
