The Cabinet Secretary for Justice, Michael Matheson has this afternoon (Tuesday 19 June) announced the appointment of the Rt Hon Dame Elish Angiolini QC to lead an independent review to assess the current police complaint framework and report on the effectiveness of structures, operational responsibilities and processes.
Welcoming the review, jointly commissioned by the Cabinet Secretary and the Lord Advocate James Wolffe QC, Susan Deacon, Chair of the SPA said:
"I strongly welcome the decision by the Justice Secretary and Lord Advocate to commission an independent review, led by Dame Elish Angiolini QC to consider and report on the effectiveness of the existing police complaint and investigating processes. Ensuring a robust and effective complaint and investigation process is an essential element of building trust and confidence in policing.
“Since taking up post at the end of last year, it has become increasingly clear to me that there is a need to strengthen and improve the existing complaint handling and investigation processes. There is no doubt to me that more can and should be done to bring about improvements to the existing system and importantly to consider how best to protect the confidentiality of complainants and those complained about throughout the process.”
