Update on SPA Governance Review

On 3 September 2015, the Cabinet Secretary for Justice asked the Chair of the Scottish Police Authority, Andrew Flanagan to undertake an immediate review of governance in policing.

This Governance Review will ensure that accountability arrangements for policing can build on the lessons learned during the operation of the single force to date and ensure robust arrangements are in place for the future.

Work is already underway on all four strands of the remit and all 32 local authorities have been actively invited to contribute. 

As part of the Review, the Chair has established a reference group so that it can be taken forward in partnership with a range of partners with an interest and expertise in governance. 

The reference group will be Chaired by the SPA’s Andrew Flanagan and membership will include:

Pat Watters, Chair of the Board of Scottish Fire and Rescue Service (SFRS)
Margaret Kennedy, Chair of Fife Council’s Safer Communities Committee
Angela Scott, Chief Executive of Aberdeen City Council
Christine McLintock, President of the Law Society of Scotland
Prof Nick Fyfe, Director of the Scottish Institute for Policing Research (SIPR) 
David Hume, Board member of the SPA
Moi Ali, Board member of the SPA

The work of the review will be supported by the SPA's Chief Executive, John Foley and a team of SPA officers. 

The first meeting of the reference group takes place later this month. The Chair will report the findings of the review in March 2016.
